- Reinforce the cooperation.
- Introduce the Council.
- Introduce other NPCs.
- Introduce the village of Saltmarsh.
- Drop in the campaign hook.
Hook: The body of a woman washes up on shore. She appears to have been a prisoner.

Gellan Primewater. Traditionalist. Rich noble. Gives a lot to the town. Supposedly got his money in textile and lumber. Smuggling and connections to the sea princes.
Eliander Fireborn. Loyalist. Fought in the army of Keoland to the north. Injured by Owlbear. Serves as captain of the town guard.
Manistrad Copperlocks. Loyalist. Head of the dwarven miners to the east of Saltmarsh.
Anders Solmor. Neutral. Young noble orphan of rich parents. Father died at sea. Mother died of a wasting disease.
Wellgar Brinehanded. Priest of Procan. One-legged former whaler.
Ferrin Kastilar. Halfling druid and his pet bullfrog Lorys.
Captain Xendros. Faithful quartermaster of Iuz.
Skerrin Wavechaser. Butler of the Solmor family. Secret member of the Scarlet Botherhood. Goal: Destabalize the council and take it over with Brotherhood-loyal members. Steer the council wrong about the smugglers. He wants to entrap members of the council. He wants to poison members he can't otherwise get rid of.
