Starting a new city and we're doing a little experiment: what if we use toll booths to discourage cars, and put in a lot of bus stations instead? One problem is that we don't know how the toll booths interact with the buses. In the real world, the buses will usually bypass the tolls via special lanes, so they're not affected by the congestion or the pricing at all. In the game, we don't know how they work.
