In order to get that max detective rank, you need to take on a mission that only appears in New Game +. When you get to the final chapter, assuming you did everything correctly prior to that, there will be some guys in the Geofront that report there is a water problem. We are sent in to investigate, where a small puzzle and the most powerful enemies in the game await. When we finally get to the source of the freeze, we encounter the strongest boss and his minions. Sadly, nothing is explained about these guys, but you have to wonder about all of these archaisms in the Geofront...

And for those wondering about the boss itself, this is actually the first boss in Azure, so it is a tip of the hand on things to come. Except next time it is in a pair. And you have Arios with you. If you're wondering, Arios alone tips things heavily in your favor.

Upon completing the mission, you do not immediately get the rank, as there are still 2 missions in the chapter that need to be done. I spliced in the post-bank report so you can see Rank 1 and the Moon Gem that comes with it. I have not tested the Moon Gem, but it offers some nice elements inside of it, and comes with the effect of supposedly being able to absorb the higher elements. If it works as it says, it is not surprising that this thing has never made a followup appearance in any games.
