Sam's backstory concludes with his first confrontation with Senator Armstrong.
Although we already know how his story will end, we see the seed of his master plan being planted. And through Raiden, Sam not only exacts his revenge, but obtains his redemption as well.
What a piece o' work indeed!
Oh! And a word of warning about this game:
If you want to play through the game again using all your upgrades, select the first level in the "Chapter select" menu. If you start a new game in the "Story" menu, the game deletes all your unlocked upgrades, you lose all your BP, and you have to beat the game again to unlock Sam and Wolf's stories. I had lots of fun finding that out the hard way!
