As always, I don't really have any proper information on Parallel Launcher and its associated star tracker thing, but the download page for the game says that the emulator should connect to it automatically, and links to a file if you need to download it manually, so just get it there I guess.

The one I showed briefly at the start of the video was made by StaleTide. You'll need the newest version of Star Manager to be able to scroll (the one I've been using wouldn't let me). Here's the links:

There's also one linked on romhacking.com. I just checked it and it's similarly giant. It is a bit more condensed, though at the cost of not separating out the red stars.
