In this video, I try to unlock the Cell Games, but regardless of how many fights I do, Cell just never showed up. It may be that I have to win the normal World Tournament modes for this to happen. It seems there is a lot of misinformation online to as I wasn't able to find conclusive information on how to do it most of the time. Atleast Goku and Gohan leveled up a bit!
