As I've stated, the passwords do not save Proto Man encounters which is why I saved them for last. The first Proto Man encounter is found in Cloud Man's stage where he gives us a hint on how to use our Robot Master weapons to uncover hidden areas. The second Proto Man encounter is found in Turbo Man's stage where he asks if we found the Rush parts yet. If we did, he warns us that the Super Rush Adaptor removes our ability to slide due to its bulkiness. Once those encounters are out of the way, Proto Man can then be encountered in the bottom route of Shade Man's stage where he challenges us to a fight to determine who is stronger. It's brother against brother as Mega Man and Proto Man duel each other to find out who their creator made superior. Proto Man has no weakness and will deflect everything except Buster attacks so you gotta fight him on his level. Once you've damaged him enough, he concedes and rewards you with his Protoshield. Now we are truly ready for Wily's Fortress.
