As for how sneaking works in this game, supposedly, lengthy explanation that is probably incorrect here:
My interpretation is that there is a circular "radius" around every enemy that you can't enter with low sneak levels, and as you see, entering causes every enemy to spot you even if they logically can't. If you're walking rather than running you can get closer without it triggering, but if you run one step everyone will immediately spot you. I could have activated the logs if I was walking and took my shoes off, both of which would have allowed me to move in closer, but the "run up to them" method works just as well in this case
