This is the first Fan Mission created by Skaruts. This mission can be quite challenging on higher difficulty levels, but thankfully there are multiple paths to get to certain places, if you know where to look.

You start with less equipment (on Expert, you only have one Water Arrow), and there'll be less equipment you can procure on higher difficulties. Make every Water Arrow you find count on Expert, especially since you need to save one for Bert's fireplace so you can reach the secret switch without getting burned.

Some AIs will have different behavior on higher difficulties. On Hard, the sleeping guard outside the watch station will wake up some time after you sneak up on him to pick his purse and start his patrol. On Expert, the triggers are positioned further away, but it's possible to bypass them by taking the sewer entrance in the starting area. The guard inside the watch station will be asleep on Normal, but active on higher difficulties. A street lamp in the starting area will be lit on Expert, and there'll be an extra guard patrolling the neighboring yard on Hard and Expert.

Bert (along with his wife if she is awake) will relight the lights in his house, which means that if you want to read everything and get all the loot and the footlocker key in his bedroom, you'll have to wait for him to get off his desk and interact with the fireplace a couple of times. Take care that you don't disturb the wife too much.
