EDIT sometime around 2:45 PM CDT October 10: I did it. I got the two OP-I buffs from Ofanim (and got the CBT-FLEET that I missed the first time!).

Here's what I was missing: dumb luck. However, getting the booster upgrade for OP-I also helped out a lot. Like, a lot-a lot. To get that, beat Ace (A-1/A-2) with OP-I equipped. This actually makes tanks taking extended flights viable (and kinda makes tanks viable full stop lol, I hadn't realized how much I rely on that in the 2 era!) which allows you to dance around the missiles and fireballs enough to survive the aggro-holding problems and take down the cannon thingy.

For completing "Destroy Massive MT" with OP-I, you get an improved cooling ability; if you take out the small ship, you get the "enhanced cannon operation performance" ability. Or to put it in layman's terms: no kneeling on hovers/bipeds and can cannon while flying for all leg types (not just tanks). I love my big stupid cannons, and pulse cannons are good in missions (at least in this game), so this is a huge benefit. Honestly, this and the booster buff being some of the hardest things to get makes total sense.

Hopefully these unlocks transfer if I send this file over to SLAC.
