Let's face it, Hiro is, by far, the worst person in the school. Hifumi may be a pervert, but he has moments of being geniunely nice, even approaching decent. Byakuya learns to recognize his faults in the end and wants to correct them. Toko recognizes her faults, and even tries to hide away when Jill becomes a threat to protect everyone else.
Hiro, though, has no redeeming features. He's not smart, to the point of being incredibly dangerous by derailing class trials with the pure stupidity he has. He has no friends because anyone that could consider him a friend gets roped into his pyramid marketing scheme or asked to donate internal organs to help pay for his OOPArt collection and retirement funds. He's overwhelmingly inconsistent about what he considers occult so he can rationalize the bits he profits from as being non-occult.

It's only due to a minor miracle that he survived through the whole game.
