Oblivion is a game that levels up as you level up. You get better gear by leveling up and fighting the harder enemies.

This system is pretty simple, but is has a catch. The difficulty never really changes. At the start it's easy, but once you start actually leveling up, you really don't feel like your doing much. Then, after level 25 the game just goes insane. Even so, you never really feel like you are getting stronger, unless you fight guards, they are a good test subject.
