Not the best but also not the worst (Racial!)
at least it's not : Spatial Rift, Void Elf Racial

Holy damage to enemies within 5 yards after 3 sec.

aka Vindicaar laser!

definitely' ... it's working better now in Patch 9.0.1
blizzard still can improve this spell even more
