The long and short of it is that if you bet tags on various chickens and combinations, then choose "Exit Chicken Race" and IMMEDIATELY go for "Start Race", you'll get every tag refunded and still have your bets active, so you cannot ever lose your tags.
This, however, does not guarantee a win until you bet on every single combination (And if you do, I pity your hands because a carpal tunnel is in your future). A good middle ground is to bet on every combination involving the two chickens you have the most faith in, it'll spare your hands somewhat.

I started the trick with 30 ryo to buy 3,000 tags, that's enough to bet ~100 tags on every combination of a single chicken, win once and you can get the ball rolling, I edited out a lot of losing races because RNG is still extremely cruel.

With a few wins under your belt, you can go to the Gambling Den in Rakugai and exchange the tags for various rewards, if you're after money, I recommend Silver Hammers. They sell for the exact same price as Platinum Plates but do not take the regular inventory's space and you can sell up to 99 at a time for massive money!
The nearby Ebisu is the perfect place to do so, in addition you'll get a lot of Virtue which can be used to buy cool items from the Shinto Priest once you've unlocked his shop (Through Virtue), including potent healing items and EXP items!

You can repeat the process whenever you feel like you need extra cash or Virtue, it's very easy, if a bit annoying when your chickens keep losing.
