It appears that a major regression is present in Linux Kernel 6.4 for AMD GPUs. This regression affects at least AMD 6000 and 7000 series GPUs. The current work around is to change the refresh rate for your display to a non-native value (i.e 120hz to 119hz). Unfortunately this does not work 100 percent of the time.

Hopefully this is resolved quickly.
