If you're low on resources, but have a landing pad, there is generally some trader coming in to exploit your need for supplies, and hand you what you need for a hefty markup. While I believe traders will buy pretty much anything, not every trader will also sell everything, so it might be a while until you get one who has just what you need. However, they're a good way to offload unnecessary things and save up some cash, which at least is immune to planet-scale desasters.
