This Mystery can be found inside Voss' Camp in Sukhothai, on the upstairs level of the large mess hall building in the north of the camp. You need to look at the Mak Yek board and visualize (as you can't actually move the pieces) how to win the game by moving each of the blue pieces once. You win the game by trapping the red pieces, either in-between your blues, OR by placing a blue piece in-between two reds.
The row that the blue piece ends up on then becomes one of the numbers needed for the code. Once you have all 4, use them to open the nearby safe
