Making normal maps for tornado wall

Just the way I do it, there may be better ways.
This is making normal maps from a flat image that was made into a 3d image using Blender and the sculpt tool using a brush that is the texture. White getting lifted the most. Then baking normal maps from that render and applying to the model.
They are okay. Could be much better.
