MAME: Bezel Issue causing frameskipping

The MAME emulator runs all the old classic arcade games of the 80's and 90's. I have an issue when using Rocket Launcher bezels with the emulator.
If I use MAME bezels, there is no issue, however, it is not possible to have a bezel and a gear shifter displayed at the same time (for driving games) without coding your own gear shifter into the bezel itself. The solution to this is to use Rocket Launcher bezels as you can the display the MAME gear shifter underneath the bezel. When I use Rocket Launcher bezels, I get lots of frameskipping causing the game to constantly skip which can be clearly heard when music is playing within the game.
If anyone knows what is causing this issue and how it can be fixed, please let me know in the comments
