I started on a map with low fertility for everything ( except rye ) but I didn't have rye. So I couldn't harvest Wheat, Barley or Flax at all.

However, I succeeded in growing my population with only what I had in my map and burgage plot options ( egg, goat, vegetable). I also had Orchardry for apple and sheep breeding to make money + wool.

It wasn't easy, but it wasn't hard either.

Once I claimed other region, I use Pack Station to barter what I was missing with my other region. So I evolve gradually.

Therefore, it is possible to evolve without any good fertility soil on any map when you start.
