Javik is actually a DLC squadmate, so in order to unlock him you need to have the From Ashes DLC downloaded and installed. If you are playing Mass Effect Legendary Edition, this DLC is already included in the game.
Once From Ashes is installed you will receive an email at your private message terminal with details about a Cerberus attack on Eden Prime. The message goes on to say that Cerberus has uncovered a major Prothean artifact and asks you to head to Eden Prime to recover it.
This will update your journal with a mission called Priority: Eden Prime. Head to the Exodus Cluster and land on Eden Prime to start the mission. Liara is a required squadmate for the mission, but you can bring any other companion along as your second.
The mission itself is rather straightforward. Soon after landing you will discover that the Prothean artifact was actually a stasis pod containing a live Prothean. You’ll need to activate some computer consoles elsewhere on the colony in order to safely open up the pod. And of course, you’ll be fighting Cerberus troops along the way.
Just a couple things to note - there are three computer terminals scattered throughout a handful of buildings on the colony. If you locate all three you will gain Eden Prime Support for 100 war assets, so be sure to thoroughly search all the buildings as you explore the colony.
Once you’ve activated both command consoles, return to the stasis pod and defeat the remaining Cerberus troops, including a big Atlas mech. Then all you have to do is open up the stasis pod and bring Javik back to life.
Back on the Normandy you can speak with Javik to learn more about him and Prothean civilization. And now he’ll be available as a squadmate that you can bring on any missions moving forward (except Priority: Palaven).
I think it’s particularly interesting to bring him along for Priority: Thessia and the Cronos Station mission, since you get to see him interact with a Prothean VI and unlock some unique dialogue.
I also really like his interactions with Liara throughout the game, since she spent decades researching Prothean civilization and he is totally different from anything she ever learned through archaeological study.
