13On the embassy level, you meet up and talk with Bailey and how he's dealing with supposed 'calm' on the Citadel. At Udina's office, you're taken to the meet with the Council, who, unfortunately, can't be brought around to help. Liara does try with showing them the plans for the Prothean device but they're still not convinced from taking their ships away from their borders.
Back at Udina's office, the councilor is furious with the fear he can see on the other members. The Turian councilor makes a surprise visit and offers you some info that may help you get Turian help: get the Primarch off Palaven, which is under siege by the Reapers. Get him, and maybe the Asari and Salarians will help...
After your meeting, you bump into a certain reporter. She asks pointed questions about leaving Earth, but underneath it, you can sense a fear in her voice. Rather can confront her, you get her to help your cause...
