I have always managed to complete this mission before the the final-FINAL main story arc mission "Meridian: The Way Home", so I had the opportunity to accept or decline the offer. Apparently the developers have an alternate ending if you miss, ignore or forget this mission until AFTER the main story arc.
I always accepted the offer before, but in my current FemRyder run, I decline the offer.
