This is a more recently discovered skip found by DanielTheAssassin1 (https://www.youtube.com/channel/UCxf5nm2EHlD5WtFQP-wQ_0w) on the Max Payne Speedrunning Discord.

Firstly, set up future data at any point in Chapter 7 (more on future data: https://www.speedrun.com/Max_Payne_3/guide/hb4vl#ch2_Trick_explanation).
Secondly, once you've shot the rocket from the last guy's RPG, head to the stairway. As soon as Max goes up at least one step, pause and unpause and Max will warp up the stairway to the end.

If you try to do this skip on Story Mode, you'll either get completely stuck or eventually get a black screen and have the game continue after about 10 seconds of this black screen (thanks to ThirstyHyena for pointing this out). You'll end up losing time on story mode by doing this, so it isn't worth it.
