Megaman 3 - Source Material Sample (No frame loss, correct resolution)

Some segments of video footage processed by AVS Video Editor suffer exceptional frame loss and I don't know why. The source material (Original video files) is 60FPS and exhibits no such issues.
Note: the frame loss issue only affects specific segments of footage such as the portion chosen for this comparison demonstration. This video is a portion of a much larger video file with some segments suffering no issue and other segments within the same long contiguous video file suffering severe frame loss.
Note 2: I am unable to configure AVS Video Editor to produce 960x540 MPEG2 video files, it will always silently change the 540 to 536 when switching to a different UI element. I am unsure why it does this, it prevents me from retaining the resolution of the source material

In order to properly compare the videos you must use the HTML5 video player (Not Adobe Flash) and a compatible web browser such as Google Chrome to watch both of these 60FPS videos at 60FPS.
The compositor (DWM) might cause you to see frame losses, please disable it if you are running an operating system that allows you to do so (Windows Vista and 7). These frame losses are not in the video file you are observing on this page, they are a post process effect unintentionally introduced by the compositor.
Current releases of Firefox feature half assed HTML5 video playback functionality (Future versions aim to improve it). I am unsure of other web browsers and their support of HTML5 video playback.
