This is infinitely worse than how it was handled under Windows XP, ME, 98se, 98, and 95. An improvement over how Windows 9x and XP does it would be to have each programs volume slider function as a percentage of the Master volume slider and increasing volume of an application above the Master volume doesn't affect the Master volume at all.
