Found it from Korean BBS. Creator is MPU401 (Jong-yoon Choi). Music for OPL2(YM3812) FM sound and recorded for Nuked OPL3.

This is the original music of MPU401(not midi interface, just the BBS user ID of composer) and memorial tune of Korean famous poet, 이상(Sang Lee). Used in the Korean arcade game Swat Police (경찰특공대) without license of composer.

Originally it's .ROL file (AdLib Visual Composer song data) so I converted to .VGM for listening in modern PC.
