The short answer is yes. Similar to the quest 2,
You can either stream the games wirelessly to your Quest 3 or
using either a USB C or USB 3.0 transfer cable.
Quest 3, into your PC and take advantage of its hardware.
HOWEVER, With the quests 3s upgrades in Resolution, playing games from your PC will require more Computer performance to handle the resolution. quest 3 Giveaway

After all the cameras & Tracking will be using the quests inbuilt chips and wont pull from your computer's hardware.
Due to PC VR Headsets not having AR Capabilities, Companies like Steam just are not equipped yet to offer Mixed Reality Experiences.
Not to say that won't change in the near future. But pc vr having cables attached make the immersion of AR Breakable.
Maybe the index 2 and other Headsets in the future will support mixed reality.
I have tried searching for games on the oculus quest store like Lego or BAM!

The Honest answer is, it depends
I personally have purchased the 128gb version.
with 2 hours of battery life, i cant play 10 games in one sitting.
Majority of quest games are honestly around 5 to 10gbs
I would remove games or redownload when needed.
This is exactly what I do with my playstation 5.
Now the biggest game on the quest store currently is medal of honour
Which is around 40gb, Now that is a hefty file size.
Asgards wraith 2 is expected to be around 30gb,
The other perk is Quest + however i don't want to be stuck paying a subscription i might want to cancel and then i lose all the games i have collected.
saving £140 which lets me purchase accessories & games.
Honestly , if you have the money then the $150 price difference is pretty good.
I play most VR titles on my PC, letting me have as much storage as I want for available on steam VR.
128gb is enough to support the games i want no wires attached experience.
The quest 2 originally sold a 64gb model graphics increased
they changed standard 128gb a couple years after release.
We could see 128gb model turning to 256gb as a default model.
However I don't think games within the next 5 years will be as intense on storage as people believe.

Meta said they will be using ai to more accurately track the precision and location of your controllers.
it's been extremely accurate with some saying more accurate then the quest 2s tracking.
quest 2 controllers, is moving them extremely close to your face
it would glitch out or panic track as i like to call it, drift off into the void.
accurately estimate the location of them using the front cameras also.
The battery life is suppose to be fantastic on these controllers using the same double aa battery system as the quest 2
The new trutouch haptics could drain more battery life but certainly not enough for a major noticeable difference.
These are more realistic vibrations across the triggers, thumb rest and grip. Similar to what we have seen in other consoles.
It even more accurately tracks if you're bending or sliding your index finger.
So to answer the question, these controllers are a perfect upgrade to the quest 3

quest pro controllers not being usable on the quest 3.
The quest pro controllers are very similar to the ones we are getting with the quest 3 cameras built into the controllers themselves.
Although those cameras drained battery A LOT faster then controllers without cameras.
They were much more superia when it came to extremely accurate tracking.
If you don't own a quest pro and Want them they are a whopping $299.99 to purchase separately.

Hand Tracking has been available since the quest 2
However we still havent seen hand tracking be fully utilised in games.
quest 3 we are seeing HUGE hand tracking upgrade which was already decent in the quest 2 With the trudepth sensors and Upper body tracking
Hand tracking extremely better on the quest 3 compared to the quest 2
There is such an incredible feeling you get browsing the internet or navigating menus using your hands.
