The trick here is to manipulate Ridley's patterns to put him in a permanent tail stomp state. Shoot him 3 times with an angled charged shot in the air, then run or roll underneath him, forcing him in a tail stomp state. Roll back under on the second stomp and he'll stop by the left wall and then fly upwards. Repeat. Unfortunately it's easy to describe, but not as easy to pull off.
