This is Mickey Mousecapade, or to give it its translated Japanese title Mickey Mouse: Adventures in Wonderland. This game has some variations between the Japanese version and what was released elsewhere. You can read more on the Wikipedia page, but the main one you'll see in this video (and in the thumbnail) is the appearance of the Cheshire Cat.
