Okay, this is a little weird, but when you hit Z location 998/999, there seems to be a face bug on the blocks.
The Z-face that joins z998 and z999 seems to be totally ignored, there is no way to interact on that side of a block, regardless of which side of the Z axis you stand on.
This lets you do silly stuff like interact with the block underneath, or will stop you from building on the side of that block.
