I discovered the menu completely by accident.

To activiate the menu, press any C button on the main menu or file select menu. All it does is allow you to select the order of courses for each cup, including the Challenge races. Using this, you can modify a cup to load all of the Challenge tracks back to back!

Also shown is track #27, a track that crashes on real hardware. A patch just recently got released that fully fixes the track and fixes some missing textures on a few cars.
