Shar dominates the current PvP scene. The more Shar you have, the better. However, as most don't have a way to achieve that, we gotta look elswhere.

Lunox Wanwan, Karithmet Akashic, Amaterasu Hayabusa, Xeno Odette, Anna Xborg are a few powerful pairs you can work on instead of multiple Shar. Try not to use the exact same squads as the enemies, because you then leave the result to battle power and luck.

Lunox and Wanwan is the most F2P friendly as they only require one Order hero, whom everybody should have, since she is the best special hero to obtain from the beginning. This is the most popular squad among F2P players. To beat them in a mirror match, use more tankers with your Wanwan team.
