To use the dll you need to inject it when the game is running. You can use cheat engine for that.

Here I show you me using my friend's Developer Console in running in Modern Warfare 3's Singleplayer (Singleplayer ONLY) Version 1.9.433.

To use most of these commands you will be wanting to do, it will require you to launch maps with the devmap (Mapname) (This enables what remaining "cheat protected" commands that are left in the game).

Useful/ Fun Commands/ DVARs:
g_gravity 100 (Default value is 800)
jump_height 250 (Don't to go past 250 seeing as you will usually die hitting the ground, Default value is 39)
r_specularcolorscale 25 (Default value is 2.5)
r_colormap 0 to 3 (Default value is 1)
cg_drawgun 0 or 1
cg_draw2d 0 or 1
ui_debugMode 0 or 1
ui_showList 0 or 1
