PPSSPP should work fine if your device is jailbroken and running iOS 6, iOS 7, iOS 8, iOS 9, or iOS 10. The JIT recompiler is what is used to make games run at playable speeds.

As for iPads, you should be good with iPad 3, iPad 4, iPad 5 / 2017 (when a jailbreak gets released), iPad Air, iPad Air 2, iPad Mini 3, iPad Mini 4, and the iPad Pro 9.7" as well as the iPad Pro 12.9".

I am using an iPad Pro 9.7" jailbroken on iOS 10.2 with a PS3 controller using BTstack 1.1-1 and Controllers For All 1.7.4-1 (from Cydia).
