Shang Tsung is the final boss in the game. He is an unplayable character.

The 2D Mortal Kombat games are programmed in a way that the CPU and Human player flags are almost completely different... the CPU controls the characters in a way that a Human player can never do, this especially applies to the bosses. Once a human player selects an unplayable boss, the boss character is flagged as a 'normal' character which results in the game 'seeing' the boss as a normal character, which results in loads of flaws and freezes. You can never perform the moves the CPU can for a boss.
