TLDR: This showcases that the test character modifier code does in fact function in an unused development level named as TEST CHARACTERS from the stage select list. WATERGOD replaces MONK1.

Normally, the character select menu, along with the stage select menu, is not-functional in itself.

From browsing around the stage select modification (particularly 0x07), there happens to be a level for the Fire God boss portion of the game, however a Monk (MONK1) is replaced for the enemy... along with other oddities such as lack of text dialogue during loading and incorrect pause SFX bank. Surprisingly, there is a fade-in effect upon starting the level after death, which is found nowhere else in the game.

Turns out that this stage may just be a developer test stage. With that, assembling to find the code that gets the character select "selection properties" to be active was found, and using the selection modifier when entering this stage does in fact function as showcased in this video.

Source History:

-Hacc (according to GameHacking) found the test menus a long while back (unknown source date) for the character select screen and the stage select screen. It is stated that it is broken, likely due to wiped coding.
