He's telling her with 69% crime rate in Blackridge that remain unsolved & personally committing to make Blackridge with "Safe, Crime-Free" as he has fast-tracking efforts to change.

Meanwhile, after we reached the city in Blackridge, we were listening the radio from Josephine's interview with Rob as we're about to drive around. The city is calm & quiet, well... it's too calm & too quiet apparently as Tyler says did we just get chased by BRPD, or was he making that up in his head, Kim feels the same with him as she says was she wrong about everything being calm, and I'm agree with them & feel about it too because something's off because it's way too quiet & looks suspicious.

Shortly after that, Kim tells us because she saw the BRPD makes their sudden street raids to bust street racers left & right, which it's exactly what Robert Steele vowed earlier. And now we have to escape from those cops.

However, we're suddenly realize what's happening as Tyler says the Underground was wiped clean & Robert Steele winning in public opinion because he used "Two Birds, One Stone" chance.

When Kim mentions about Ashley, we didn't hear from her since after "Kingslayer", because she helped us once (4 if you count from certain special events such as "The Return of Razor" where Ashley gave me the BMW M4 F82 (Razor) in order to defeat Razor & kick him out of Blackridge, "Utter Madness" where we stopped Jean Claude that turned into a pumpkin monster & caused the rampant because she needed our help, "Shadowfall" for against Edmond Legrand & Sigrid that known as "The Organizers", and the latest one is "Kingslayer" for defeating Wyatt Fawkes).

This means Blackridge is still not safe, because Robert's plan.
