27No modding has been done to the game (Like game files, cars/tracks aren't modified/replaced.). It's just an editing of address values (Porsche.exe) in memory via "cheat engine". Of course, there are many more stuffs that need to be searched in order for the game to run more stable.
Implementation: Track selection (Also, factory driver tracks can be used regardless of any game mode), cop cars, grid position, number of players (max 9)
