0Finished the COPS campaign, clearing the rest of the speed lists to acquire the rest of the cars.
IMPORTANT TO NOTE: First time going through the campaign, once you have chosen and completed a speed list, you can't go back for the rest until the entire campaign has been finished. It's pretty lame, but if you go for the undercover cars straight away, you shouldn't have too much trouble.
