This is a bug that I'm surprised was missed by testers. You literally cannot choose to continue your saved game if you quit to the main menu, but do not quit the game after starting a new game.

You must fully quit the game for the game to "see" your saved game and let you continue.

Essentially I think the problem is that the game does not do a check to see if a saved game exists when it displays the main menu. It only checks when you first start the game.
The solution is to change the order so that the game checks when the main menu is displayed.

This video exists because I reported this bug, and they asked me to try verifying the game files. I decided to do one better and completely wipe the saved game and fresh install the game.
