I think this was a Japanese release only. Its a kind of shoot em up construction kit. You can edit the gfx sounds and music to a completely custom game. The really odd thing is that although all the tutorial text and game text is in Japanese, the actual interface for the editor is in English.

I have played the two inbuilt games Solid Gear and Usagi..something.... Both are quite short.

Game was played in Bizhawk with Glide Mk2 plugin. Mostly default settings, only Alternate texture method was disabled in order to render sykbox and water correctly. -
