OBS STUDIO: How to FIX NVENC Laggy/Choppy Playback & Poor Premiere Performance (BEST SETTINGS 2018)

Tired of your OBS Studio Nvenc recordings being choppy or laggy when editing? I have FINALLY found the right combination of settings that allows you to edit Nvenc recordings with smooth timeline scrubbing and quick seek times!

With previous OBS Studio Nvenc settings, trying to scrub through the timeline or edit the footage would be choppy, laggy, and have very high decode latency and high seek times. These settings reduce seek times and greatly improve timeline performance in Adobe Premiere Pro and other video editors. Tested on Intel Core i9-7980XE and Ryzen 1800x.
