This chapter can only be completed IF you did one of the scent of commerce if not then the chapter can't continue until you do.

As for the boss quite annoying you need to destroy the steam engine before you can attack the boss and the worst part is that he can not only fix it up but also improve it as well, save your boosts and use them a soon as you break the boss you don't want this fight dragging out.

But more importantly we have now unlocked the department store so shop away...and steal away because a bunch of new NPCs appear here LOL!

Also if you want to do chapter 4 then you NEED a ship...yeah i guess it's not optional.

PS:Next time we do chapter 4 with one character because it's low levelled compared to the others in fact it's even low levelled then Partitio but I wanted to do chapter 3 with him first since I already did the scent of commerce anyway.

ONE MORE THING:

I will be getting other licences off screen since now hikari has maxed out his secondary job he needs another to even him out....but which one to give him.
