Oculus Rift S Camera Static, Tracking & Black Screen Fixes (Updated)
I discovered some more possible fixes for the camera static issue for the Oculus Rift S since I uploaded the original video so I thought I'd remake it showing every fix I know of. As I said in the video, this video wouldn't be possible without all the comments and feedback on the original so I have to say thank you to everyone that commented and I urge people to do the same on this one as it may help others.

List of fixes :
-USB Power Settings (Confirmed by me)
-Rift S Hardware Device Power Management (Confirmed by me)
-Reseat the cable on the Rift S
-Make sure you allow the oculus software access to your camera in settings (Confirmed by me and others)
-Try using every USB 3.0/3.x port on you PC (Confirmed by me)
-If your cameras are going static check under cameras in device manager to see if there is a usb camera or a rift s camera. If it’s just a usb camera then it should be a power issue or oculus software issue
-try redownloading the Visual C++ packages that are installed. There’s tutorials for this or just uninstall them and download from Microsoft’s website. I know that Visual C++ 2008 is needed at least, not sure which other ones are needed (This has worked for a few commenters)
Added Since Video was Uploaded (Updated 11 August 2020):
-Make sure the Oculus Software is installed on your C: Drive (Known Issue)
-Don’t use the built-in speakers, instead use earphones/headphone which are preferably wireless, but wired works ok as well (Confirmed by me)
-Navigate to C:/Program Files/Oculus/Support/oculus-drivers and double-click oculus-driver.exe. It won't look like it did anything but it will fix your Oculus drivers if they were the issue

-If your Rift S is missing in device manager or labelled/placed wrong, you can uninstall the USB composite device, or remove the entire device from Devices and Printers, and then go to Oculus\Support\oculus-drivers and run oculus-driver.exe (as admin) to reinstall it. -Update CPU and GPU drivers. Apparently keeping the Graphics Card software open also helps (Not sure about this)
-Uninstalling performance enhancing apps (such as Razer Cortex) may stop crashes when launching games in VR
-If you have an Asus Motherboard try lowering the memory voltage as low as possible. This has fixed some users issues as the Motherboard may not be able to provide enough power to the USB ports otherwise. (Might be worth trying with other motherboards as well, not sure)
Last Resort:
-Update USB Drivers
-Buy a wall or PCIe powered USB 3.0 hub (Popular fix)
-Try a fresh install of Windows (Confirmed by comment)
