Optare based the original design on the MCW Metrorider after it bought the rights from Metro Cammell Weymann after the latter decided to cease production. It was launched in November 1989, with 1,159 produced before it was succeeded by the Optare Solo in 2000.

The PSVAR 2000 mandates accessibility features for public service vehicles, including buses, to ensure they are usable by people with mobility impairments, including wheelchair users. Step-entrance buses, which require passengers to climb steps to board, do not meet the accessibility requirements outlined in PSVAR, particularly regarding wheelchair access and boarding ramps. While the PSVAR was introduced in 2000, there was a phased implementation period, with single-deck buses required to comply by January 1, 2016, and double-deck buses by December 31, 2017.
