The trick here is to set a save point off of the edge, so that it teleports you down to the nearest floor, which is already in the water. After that, I press bash to do the little jump thing it does, which still works in the water, and to make the game think I had jumped, even though I'm in the water, and stomp very slightly afterwards. If done correctly, this is the result.

I spent a long time trying to figure out how to get out of here without Charge Flame, and now that I've finally done it, I've made the Charge Flame skip viable as a route.
