Ok so I managed to get rid of all the transitions getting funky by setting 240p to scale X2 and 480i to bob and setting the framerate to unlocked 59,94 mode.
This of course has the drawback of the shaky visuals bu that isn't as bothersome when viewed on a TV and can be somewhat fixed with editing, I specifically didn't do it here to show off more or less what it is you're getting.
Of course the bob deinterlacing doesn't look nowhere near as pristine as Game mode 2 of the VP30 but what can you do.
I'm also trash at fighting games but I still enjoy them from time to time and this one was a good example of how bad the transitions can get. Here is what happens if you don's set the ossc to output all resolutions in 480p.
You can also set both 240p and 480i to passthrough mode but it's more hit or miss. You still get the bluescreen transitions but they seem shorter and sometimes they don't happen at all, but this is still the preferred method.
