You can turn this quest into the mercantile provost, Sekiguchi Meiko, who will give you a discount in the trade market, but doesn't look like it gives the skill, you can also turn it into the Provost of Academic Affairs, but he will only give you a shop to buy some potions for 40s, it makes it a cheap way to get some high end items, but you won't get the skill, and you can turn it into the headmaster who will give the skill.
