This can be heard in the Pac-Ranger cutscene that plays before ice river run. It's easy to say chalk this up as a slightly stripped down version made for the cutscene, though everything I can find points to it being actually being an early version of the level's theme. Some signs being: no other cutscene has a stripped down version of its level theme, as all pre-level cutscenes just play the level's theme, this track can only be heard in the GameCube version, which knowing the differences between versions as well as my experience with how this game works (without going into too much detail, each pre-level cutscene is technically its own level with its own music and sound files) tells me that ice river run's theme wasn't completed/revised when the cutscene was being made, leading to this early version accidentally being left in. One other small bit of anecdotal evidence is an unused attract mode-like cutscene which features a similarly early, stripped down version of Pac-Dot Pond's theme, just showing that the developers weren't always working with a finished soundtrack.
